DELCORA

Meeting with Ed Bothwell DELCORA Monday December 1, 2008;
New sewer from lots 20 through 26 intersects an existing 36" brick sewer in Jeffery Street that is shown on records as a stub with bulkhead about 20 ft into Jeffery above 3rd.

DELCORA inserted a camera into the sewer and encountered a blockage at the approximate location of the bulkhead. The records may be correct or the sewer may have a collapse.

DELCORA dye tested the individual sewers from existing houses on Jeffery Street. The dye did not show in manholes at 3rd and Jeffery. The houses may be connected to a sewer that is compromised to such an extent the dye is passing through the wall of the sewer before reaching 3rd and Jeffery, or may be connected to a sewer that is not recorded.

Recommendation;

Sewer;
Construct new manhole at intersection of 3rd Street sidewalk new sewer and the existing Jeffery Street 36" brick sewer. DELCORA will further investigate once the manhole is in place then;.....
Run proposed new sewer from Union and Jeffery into the 36" brick sewer if present and in usable condition or install the proposed new 8" sewer from the proposed manhole at Union and Jeffery to the new manhole at 3rd Street sidewalk new sewer to 36" brick sewer manhole.
New manhole at Union and Jeffery to also have a cut out (stub) for installation if needed by DELCORA of a new sewer to the existing houses.

Storm water overflow in Jeffery Street sidewalk;
Proposed manhole on 3rd Street 36" brick sewer for proposed storm sewer overflow has a proposed base below the bearing of the existing force main (force main is 8ft from curb at lot 25, distance is unknown at lot 20) and may have a sidewall close to the force main.
Excavated area to be as small as practical to install the new manhole, top cone to be angled away from the force main, work only when risk of washout is lowest.
All inspections and testing as directed by Catania Engineering, consultant to DELCORA.

DELCORA does not have reliable information on below grade utilities in the 3rd and Jeffery intersection, the recommendations above are in the interests of disturbing existing utilities the least.

Next project meeting 1st, or 2nd Wednesday of January, to be confirmed.
